Israel offered to set precedent with Rachel Corrie

Israel offers to grant a compromise to give the Rachel Corrie a PR coup by getting cement sent through to Gaza by an NGO or the UN.

Offer must have been rejected or the Rachel Corrie new that Hamas would block it anyway.
